Below is an overview of the key steps involved to help you register smoothly and stay compliant.

Core Documentation & Application Forms
You must complete and submit the correct Ofsted application forms (SC1, SC2 etc.) and provide supporting documents such as:

Statement of Purpose

Policies & procedures (safeguarding, behaviour management, missing child, complaints, health & safety, etc.)

Business plan & staffing structure

Location assessment (for children’s homes)

Fire risk assessment

Financial viability evidence

DBS checks for all relevant personnel

Suitable Premises & Environment
Your property must meet Ofsted’s standards for safety, suitability, and quality. This includes:

Safe, clean, and suitable accommodation

Secure outdoor space (children’s homes/childcare settings)
-
Adequate facilities for living, learning, or care
-
Evidence of risk assessments for the building and surrounding area
-
Compliant health & safety arrangements
-
Fire procedures & evacuation plans

​Safeguarding & Risk Management
You must show that you can keep children safe by providing:

A robust safeguarding policy

Designated safeguarding leadership
-
Staff training and competency plans
-
Clear risk assessments
-
Procedures for behaviour management, missing-from-care, and crisis response

Fit & Proper Leadership
Ofsted requires that key individuals are suitable and competent:

Registered Manager

Responsible Individual
-
Directors / Partners / Owners
They must demonstrate:

Safe recruitment and staffing knowledge

Strong safeguarding understanding

Leadership experience
-
Regulatory awareness
-
Clear understanding of children’s needs

The ability to run a compliant and safe service
All must complete enhanced DBS checks, identity verification, and provide references.

Readiness for Interview & Registration Visit
Once your application is submitted, Ofsted will:

Interview your Registered Manager

Assess your policies, knowledge, and readiness

Visit your premises
-
Review your documentation and leadership capability
You must be fully prepared to demonstrate that your service meets Children’s Homes Regulations, Quality Standards, and relevant statutory guidance.
